·        Asstt. General Secretary SNEA (I) CHQ Com. AA Khan, Jt. Secretary Central Shri Harsh Kaul, CS, CWC member-II Shri PK Jha and Area Secretary Indore Shri Sandeep Sirohi met CGMT MP Circle Shri RKP Hinduja on 23.11.2009 at 16.30 Hrs. Meeting lasted for nearly one hour. The main issues for discussion were:-

·        Financial viability of BSNL,

·        CDR implementation of Bhopal,

·        Corporate Transfer Policy and

·        Corporate Promotion Policy

Secretary Central Shri Harsh Kaul, CS, CWC member-II Shri PK Jha, Area Secretary Indore Shri Sandeep Sirohi, District President GMTD Bhopal Shri Ali Akbar, District Secretary GMTD Bhopal Shri NK Garg, District Treasurer GMTD Bhopal Shri OP Chaurasia, active members Shri Pankaj Agrawal and Shri Sumeet Saxena met GMTD Bhopal Shri Mahesh Shukla on 23.11.2009 at 17.45 Hrs. Meeting lasted for nearly ½ hour. The main issues for discussion were:-

·        Financial viability of BSNL,

·        CDR implementation of Bhopal and 

·        ITS Absorption.

·        We had reported earlier that regarding Trade Union Action letters dated 12.11.2009 and 13.11.2009, CGMT had invited representatives of SNEA for meeting at 11.00 Hrs. on 19.11.2009. SNEA was represented by CS, Circle Vice President-III Shri SK Singh and ACS Shri Mukesh Sharma. BSNL MP Circle Administration was represented by CGMT Shri RKP Hinduja, GM (A) Shri Prabhash Singh, DGM (A) Smt Deepa Arora and DGM (HR) Shri CK Shukla. Meeting lasted for nearly 2 hours.

·        At the out-set, BSNL MP Circle Administration accepted that promotion policy reiterated vide letter No. 19-27/2002-L&A(Pt.)/Pers II dated 01.07.2004 from Corporate Office had been violated while issuing SDE to DE local officiating promotion orders in MP Circle dated 22.10.2009. CGMT also said that necessary corrections would be made at an appropriate time. Rather than issuing written assurance to SNEA regarding this, CGMT conveyed to General Secretary SNEA (I) Com. GL Jogi on phone that in the future, Corporate Promotion Policy and Corporate Transfer Policy will be followed in toto and CGMT remarked that “even if CS SNEA requests for any individual case, he would not consider.” CS SNEA reiterated that he would be protesting any further violation of policy very strongly and has not and would not espouse any case of individuals.

·        Meanwhile, it also came to the notice of CS SNEA that State Administration had imposed “Nagar Palika election code of conduct” upto 16.12.2009. CS (Committee Member) then had telephonic talk with GS, AGS Com. AA Khan, CP (Committee Member), COS (Committee Member), AS Indore Shri Sandeep Sirohi (Committee Member), Jt. Secretary Central Shri Harsh Kaul, CWC Member-II (Committee Member), ACS Shri Mukesh Sharma (Committee Member), DS Gwalior Shri Radhey Shyam Sharma, DSs of 4 local branches of Bhopal and after conveying to them the development in the meeting, decided that till further notice, the full-day Dharna of 24.11.2009 is deferred. For the issues of Trade Union Action Notice letter dated 13.11.2009, meeting will take place with BSNL MP Circle Administration after Jabalpur CEC, and in that meting with BSNL MP Circle Administration, we would convey the CEC resolution on all points of letter No. (2). Then if BSNL MP Circle Administration doesn’t agree to logical demands of SNEA regarding Corporate Transfer Policy & Corporate Promotion Policy, SNEA MP Circle will have no other option than to go for Trade Union Action.

·        Lunch Hour Demonstration was successful at Balaghat, 4 branches of Bhopal, Chhattarpur, Chhindwara, Dewas, Gwalior, Guna, Hoshangabad, Indore, 3 branches of Jabalpur, Khargone, Khandwa, Mandsaur, Narsinghpur, Ratlam, Rewa, Sagar, Satna, Seoni, Shajapur (at Aagar), Shivpuri, Sidhi, Ujjain and Vidisha. 

·        29 out of our 35 branches made the Lunch Hour Demonstration, a great success.

·        For the Lunch Hour Demonstration, mobilization was at its peak at Gwalior and Lunch Hour Demonstration was most effective.

·        Letter for deferment of Trade Union Action will be issued by 24.11.2009.

·        Renovated SNEA Bhawan inaugurated by AGS Com. AA Khan on 21.11.2009 at 10.30 hrs. Com. AA Khan after the inauguration conveyed to GS Com. GL Jogi (who was at Jaipur) that the SNEA Bhawan was in good shape. GS expressed his satisfaction over the phone to AGS. Present during the inauguration were CS, CWC Member-II Shri PK Jha, Area Secretary Sagar Shri JL Vishwakarma, DS GMTD Bhopal Shri NK Narg and SDE (NOP-CMTS) Shri Narayan Das.

·        CS mentioned to AGS that lot of hard-work had been put in by CT Shri AK Badal, Ex-Area Secretary Sagar Shri Manish Khare, Shri Narayan Das and Shri VK Chopra, SDE Legal, Circle Office Bhopal in bringing SNEA Bhawan back to this shape.

·        We also thank CWC Member-II Shri PK Jha, who raised this point in CWC Shillong, which initiated the CHQ directive, which in turn resulted in the positive result of renovation of SNEA Bhawan.

·        Asstt. General Secretary Com. AA Khan will be arriving from New Delhi to Bhopal on 21.11.2009 to inaugurate the renovated SNEA Bhawan at Bhopal.

18.11.2009

·        Representatives of SNEA (I) MP Circle were called for meeting with GM (Admn) Shri Prabhash Singh on 18.11.2009 at 16.30 Hrs. DGM (Admn) Smt. Deepa Arora and DGM (HR) Shri CK Shukla were also present.

·         SNEA was represented by CS and CT. CVP-III Shri SK Singh could not attend the meeting due to personal emergency reasons. Meeting lasted for 90 minutes, but was inconclusive. Representatives of SNEA (I) will meet CGMT on 19.11.2009 at 11.00 Hrs.

·        Comrades prepare strongly for the LUNCH HOUR DEMONSTRATION of 19.11.2009.

·        A meeting of all COBs posted at Bhopal along-with DP,DS and DT of GMTD, CO, CMTS and WTR branches respectively of Bhopal is to be held on 17.11.2009 at 1730 hours in the Conference Hall, Sanchar Bhavan to prepare for strongly conducting the TUA programme, notice served vide CS SNEA letters dated 12.11.2009 and 13.11.2009 respectively. Similar preparations may be done at all SSA head-quarters. All Area Secys to oversee the preparations of branches under their jurisdiction and give compliance to CS by 18.11.2009 evening.

·        CS, CVP-III Shri SK Singh and Area Secy Sagar Shri JL Vishwakarma from SNEA (I) MP Circle met CGMT MP Circle Shri RKP Hinduja on 30.10.2009 at 1600 hours and on 03.11.2009 at 1200 hours. GM (Admin) Shri Prabhash Singh and DGM (Admin) Smt Deepa Arora were also present. Meeting was inconclusive. We are very clear that if gross violation of Corporate Promotion Policy and Corporate Transfer Policy and adoption of self-suited policy by MP Circle Administration while issuing SDE to DE local officiating promotion orders of 20 SDEs on 22.10.2009 is not corrected, our protest letter is ready and will be handed over to BSNL MP Circle Administration in the next meeting, if negotiations fail, and copy of the same letter will be handed over to our GS Com GL Jogi in Gwalior on 06.11.2009, to take up the matter at Corporate Office level.

Instead, the willingness of Smt. Snehlata Rohilla, SDE Hoshangabad (transfer order for Circle Office Bhopal issued on 16.10.2009) was conveyed. ·        In the absence of CGMT MP Circle, representatives of SNEA (I) MP Circle with GM (Admin) Shri Prabhash Singh will meet on 28.10.2009 at 1100 hours to protest gross violation of Corporate Promotion Policy and Corporate Transfer Policy and adoption of self-suited policy by MP Circle Administration while issuing SDE to DE local officiating promotion orders of 20 SDEs on 22.10.2009.

·        MP Circle Administration issues SDE to DE local officiating promotion orders of 20 SDEs. We thank MP Circle Administration for completing DPC of 56 OC SDEs, 12 SC SDEs and 8 ST SDEs. From the first promotion list of 20, it is clear that 10 SDEs have been dropped upto this point by the DPC. ·           Shri RK Tiwari, regular SDE Katni (JTO of 1992 recruitment) died in a road accident when he was going by bus from Jabalpur to Katni. He was 43 years old. There was only one death reported in the incident today morning and he was the unfortunate one. All will remember him as a very simple man and a very dedicated worker of BSNL, who never complained about staying in a head-quarter like Katni, where it is hard to post executives. SNEA MP Circle prays to the Almighty to provide his family with sufficient strength and courage to tide over the crisis. We also pray so that the eternal soul rests in peace.

·        CO Bhopal issued the transfer orders of all lady SDEs, who had been displaced due to long-stay, and on completion of their 2 years’ break , their transfer orders were issued in the interest of service.

·        The SDE to DE local officiating promotion DPC is in full swing and promotion list should be issued anytime this week.

·        CS SNEA had telephonic conversation with GS Com GL Jogi, who confirmed regarding reaching Gwalior on 06.11.2009 by Kerala Express to attend the Divisional Conference of SNEA (I) Gwalior on 07.11.2009.

·        CS congratulated GS for historic achievement of getting regular promotion for 280 Adhoc DEs (always a dream, thrown open after so many years of severe throttled bottleneck).

·        CS SNEA informed GS that some members of SNEA (I) MP Circle had approached CAT, Jabalpur against external MT recruitment on individual basis and that the case had been admitted for hearing.

·        GS informed that the stay obtained by ITS DGMs in Case No.1117/09 in Allahabad High Court had been vacated, when the absorption forms of the applicants were produced in Court by BSNL Management. But on case No.21523 filed by Shri P.Sudhakar and others in High Court of Andhra Pradesh (SNEA members of AP Circle, on individual basis), exam of DGM external recruitment which was to be held on 14.10.2009, was stayed on the ground that no internal candidate was eligible.

·        GS also informed that the letter of DOT calling for Finance Officer volunteers from DOT to work on deputation in BSNL, is being withdrawn soon, else SNEA would be going on the agitational path.

·        As displayed on our CHQ web-site on 01.01.2009, Point No. (5) of resolution adopted in the AIC held at Vadodara from 14th December to 17th December 2008 illustrates :-

·      Monthly subscription should be enhanced from the existing Rs 30/- to Rs 40/- w.e.f 1.1.2009. The distribution of the quota will be:-

·         CHQ Rs 20; Breakup- Monthly quota Rs 7/-, Welfare scheme contribution Rs 8, Contribution towards holding next AIC Rs 5. 

·         Circle quota Rs 9, SSA quota Rs 6, Branch quota Rs 5/-.

·        Welfare scheme stands enhanced to Rs 40,000/- w.e.f 1.1.09.

·        We very well know that our CHQ is very prompt in settling the welfare claims for our bereaved families. So, it is not all proper that even after displaying on our Circle website on 06.07.2009, after returning from CWC Shillong, in tabular form, that 17 branches out of 35 had not paid CHQ quota beyond Dec’2008. After lot of pursuance by CS and CT, only 6 out of the 17 have paid CHQ quota up-to-date. The following table shows still which branches are to pay CHQ quota beyond Dec’2008. (24 only out of 35 branches are up-to-date). Quota in no way should be pending for more than six months.

·        As committed by GM (A) Shri Prabhash Singh on 07.10.2009, SDE to DE local officiating promotion DPC finally was initiated on 12.10.2009. But DPC would be concluded only after ‘Deepawali’, as one of the members of the DPC, DGM (NOP)-CFA Shri SK Rai is on leave and will join after ‘Deepawali’.

·        DPC of Confirmation of JTOs which was in process, was completed on 03.10.2009, the minutes of the same has been approved by the competent authority. But due to some pending PVRs, list is getting delayed. Matter is being sorted out.

·           In a significant meeting of Circle President SNEA (I) MP Circle Shri RK Kshatriya, Circle Secy Shri S Dutta Majumdar, CWC Member-I Shri SP Tripathi & CWC Member-II Shri Prashant Jha in SNEA Bhavan, Kohefiza, Bhopal held on 09.10.2009 at 12.30 Hrs., the following was discussed and finally decided upon by our Circle President:-

  1. To accept the resignation of Area Secretary Bhopal Shri Vishal Saxena, which he had addressed to Circle President on personal grounds (His sugar level had increased drastically recently and he is unable to carry out hectic association activities at present. We thank him for his dynamic associational activities & wish him a speedy recovery).
  2. To hold a COBs meeting of SNEA (I) MP Circle at Bhopal on 24.10.2009. Official notification will follow.
  3. To start ‘SNEA BHAVAN’ functioning after cleaning of the floor.

10.10.2009

·           CS had telephonic conversation with GM (A) Shri Prabhash Singh on 07.10.2009, first enquired about the health of GM (A), and then complained about delaying SDE to DE local officiating promotion DPC, on one pretext or another. GM (A) replied that due to visit of Dir (CFA) Shri Wadhwa and consultants from BCG Group, the DPC had been delayed, but would be anyhow started on 12.10.2009.

·           CS also requested GM (A) for release of request transfer list of lady SDEs, who had been displaced due to long stay. GM (A) replied that he is looking into the cases.

·           CS had telephonic conversation with CGMT MP Circle Shri RKP Hinduja and DGM (A) Smt Deepa Arora on 07.10.2009 and once again requested for release of request transfer list of lady SDEs, who had been displaced due to long stay.

·           As displayed on our website on 09.09.2009 regarding the output from meeting of representatives of SNEA (I) MP Circle with CGMT MP Circle of 07.09.2009, in the points apart from the agenda, following point had been discussed:-

·        We had requested Administration for completing Confirmation of left out JTOs (mainly of BSNL recruitment). Administration had then replied that DPC will be conducted as soon as both GM (A) and DGM (A) will come back from leave.

·        When CS SNEA requested GM (A) on 29.09.2009 regarding the pending DPCs, he replied that DPC of Confirmation of left out JTOs (mainly of BSNL recruitment) was in process and would be completed by 03.10.2009, it is expected.

·        SDE to DE local officiating promotion DPC would be started after completion of SSA Heads meeting in the next week and promotion list is expected by  ‘Deepawali’.

·        CS also enquired about the health of GM (A).

·             As displayed on our website on 06.07.2009 regarding handing over the temporary transfer case of Smt Rekha Batre (BSNL recruitee JTO 2001) JTO O/o GMTD Jabalpur from MP to Chennai TD by CS SNEA MP Circle to AGS Com AA Khan and CS SNEA Chennai TD Com Venkatraman in Shillong CWC, temporary transfer orders of Smt Rekha Batre (BSNL recruitee JTO 2001) JTO O/o GMTD Jabalpur were issued by Corporate Office for Chennai under Tamilnadu Circle on 13.08.2009. The order was not available on BSNL Corporate Office Portal and was not traceable in Circle Office Bhopal till the last week of August’2009. AGS Com AA Khan was kind enough to fax us the copy of the order. Then the case was pursued for relieving and in the meeting of SNEA with CGMT on 24.09.2009, CGMT had agreed to immediately relieve her. ·           We once again requested CGMT MP Circle to be the Chief Guest, Open Session of IInd CEC of this tenure to be held on 28th and 29th of November’ 2009 at Jabalpur. CGMT has agreed to grace the occasion. We are also fortunate that GS Com GL Jogi and AGS Com AA Khan will be coming from CHQ to attend the CEC. The dates have been decided as per convenience of CHQ guests and suitability of those dates to the host branch. The dates had to be changed due to marriage of Delhi CS and GS’ batch-mate Com Anupam Kaul’s daughter on 23rd of October’ 2009. Official notifications will follow soon.

·           CS SNEA handed over the DD of Welfare Claim of Rs 20,000/- received from CHQ to Smt R Uma Rani, SDE Itarsi., for making it over to Smt Baijee Patel, w/o deceased Shri Patel, who had been working at Itarsi.

·           CS, Area Secy Sagar Com JL Vishwakarma from SNEA MP Circle met CGMT Shri RKP Hinduja on 24.09.2009 at 1600 Hrs. Meeting lasted for 90 minutes. CS SNEA Agenda dated 01.09.2009 was discussed.

·        Regarding Point (1), for consideration of repatriation case of Shri SS Kashyap, JTO WTR back to recruiting circle :-  CGMT replied that it will be better to consider this case and other similar cases in March’ 2010.

·        Regarding Point (2), for consideration of request transfers in the cadre of DEs, those who are completing 3 years break by 31.08.2009 :CGMT seemed convinced for consideration of request transfers in the cadre of DEs, as the cases were very few and substitutes could be provided from upcoming SDE to DE local officiating promotion list.

·        Regarding Point (3), for relieving of DEs, SDEs and JTOs on request transfers:- CGMT replied that Administration is pursuing all mentioned cases.

·        Regarding Point (4), for immediate conduction of DPC for upcoming SDE to DE local officiating promotion list:- Administration is very firm about conduction of DPC after Dussehra.

·        CS SNEA development issues related agenda dated 14.08.2009 was also discussed.

·        Regarding Point (1), for procurement of PCMCIA to USB convertor for NIC Cards, CGMT asked SNEA to talk to GM (NP)-CM Shri AK Pandey for the same.

·        Regarding Point (3), for re-starting 30 Paisa tariff, CGMT replied that in ‘Magic’ scheme, calls to other networks were even available at 60 Paisa tariff.

·        Regarding Point (4), for re-starting LKLB for customers, CGMT replied that issue had been already taken up at Corporate Office level.

·        Regarding Point (5), for starting new schemes for RDELs for customers, CGMT replied that schemes were being announced, so old waiting list was being cleared first.

·        Regarding Point (6), radiating BTSs in priority areas, CGMT immediately had telephoni conversation with GM (NP)-CM Shri AK Pandey, who immediately replied that work was already being done on the same lines.

·        Due to shortage of time, Points (7) to (11) could not be discussed. But CGMT replied that they would certainly be discussed in the next meeting.

·        Apart from the agenda, following points were also discussed:-

·              We requested CGMT for considering the request transfer cases of lady SDEs, who are completing 2 years’ break in September’ 2009. Administration replied that orders would be issued on the last working day of September’ 2009, when 5 lady officers are completing 2 years’ break.

·              We requested CGMT for flashing on the home page of our portal for customers, all existing schemes in a nut-shell related to Landline DELs, WLL, GSM 2G and Blackberry, which will be educating for BSNL staff, which will in turn help in giving mouth publicity to BSNL. CGMT called DGM (PMSM)-CM Shri Sanjeev Sharma and discussed the issue with him.

·              For the first time in a long while, CGMT agreed for calling of ACRs for JTO to SDE local officiating promotion for over hundred vacancies. But he said process would be started after completion of long-pending SDE to DE local officiating promotion DPC.

·           CS SNEA had telephonic conversation with GS Com. GL Jogi, AGS Com. AA Khan and AGS Com. K Sebastian on 19.09.2009 regarding immediate changes required in MT R/R, which have been notified recently.

·        GS replied that for no age and qualification bar in MT internal recruitment, CHQ will be approaching courts of justice in the next week, if talks on the issue fail with BSNL top management.

·        CS SNEA requested AGS Com. AA Khan for pursuing the long-pending correct category allocation case of Shri BS Baghel, DE (offtg) Khandwa, on top priority, which is urgently required for his regular DE promotion.

·           GM (CFA) MP Circle Shri MK Jain contacted CS SNEA for the United Forum letter No. AIBSNLEA-SNEA (I)/MP/2008-09/05 dated 21.11.2008 submitted by CS SNEA and CS AIBSNLEA jointly for extending ‘LKLB 149’ scheme and Unlimited Broadband facility to executives of MP Circle on payment basis. This issue had been taken up by the AIBSNLEA delegation, which met CMD on his visit to Bhopal on 17.09.2009.

·           CS, Area Secy Sagar Com JL Vishwakarma from SNEA MP Circle met CGMT Shri RKP Hinduja on 07.09.2009 at 17.30 Hrs. Meeting lasted for one hour. GM (NP)-CFA Shri Sanjeev Agrawal and DGM (HRD) Shri CK Shukla were also present. They are looking after the charge of GM (A) and DGM (A) respectively as Shri Prabhash Singh and Smt. Deepa Arora are on leave. CS SNEA Agenda dated 01.09.2009 was comprehensively discussed, and meeting was conclusive.

·        Regarding Point (3), for relieving of DEs, SDEs and JTOs on request transfers:- CGMT replied for case at S.No. 1, that substitute could be provided from upcoming SDE to DE local officiating promotion list after conduction of DPC. For cases at S.No. 2 and 3, CGMT replied that he had discussed the issue with GMTD Ujjain Shri Suresh Babu on his visit to Bhopal on 03.09.2009, and he said that senior-most out of the two will be relieved first, and then later on, the other one. For case at S.No. 4, CGMT had telephonic conversation with TDM Shjivpuri Shri Akhilesh Gupta, who agreed to relieve official by 20.09.2009. For cases at S.No. 5 and 6, CGMT replied that both had already been relieved, as GMTD Hoshangabad had sufficient number of relievers, and instructions for relieving had been issued by Administration earlier. For case at S.No. 7, CGMT had telephonic conversation with TDE Balaghat Shri RK Shivavedi, who agreed to relieve official as per his request.

·        Regarding Point (4), for immediate conduction of DPC for upcoming SDE to DE local officiating promotion list:- Administration is very firm about conduction of DPC in the week starting wef 14.09.2009, as both GM (A) and DGM (A) will come back from leave by that time.

·        Apart from the agenda, following points were also discussed:-

·              We requested Administration for completing Confirmation of left out JTOs of 2002 BSNL recruitment. Administration replied that DPC will be conducted as soon as both GM (A) and DGM (A) will come back from leave.

·              We requested Administration for considering the request transfer cases of lady SDEs, who are completing 2 years’ break in September’ 2009. Administration replied that orders would be issued in September’ 2009 itself.

·              We requested Administration for considering the extension of deputation case of Shri VS Sengar, JTO Dhar., who was on deputation to Indore till 31.03.2009, as he had already completed 4 years’ break at Badnawar, Dhar. Administration refused to consider the case now, and asked us to request him to apply for request transfer in the next session.

·              We requested Administration for considering the posting of Shri Amit Prakash, SDE J&K Circle, coming to MP Circle, on inter-Circle transfer, at Bhopal. We pleaded that as official had completed two years in hard tenure Circle, he should be given choice station. Administration seemed convinced and later on, his posting orders for Bhopal were issued. ·           CGMT was unhappy that in our letters, we had projected that MP Circle was not performing well. He provided us with the facts and figures of 17th HOCC, which gives us the glimpse of actual performance of MP Circle.

·           CS SNEA had telephonic conversation with GS Com. GL Jogi, AGS Com. AA Khan and AGS Com. K Sebastian regarding immediate changes required in Group ‘A’ R/R and MT R/R, which have been notified recently.

·        In the AIC Vadodara, held in Dec.’2008, MP Circle had pleaded very strongly for ‘no age/qualification bar for MT Internal recruitment exam. This was also passed as a resolution by AIC and submitted to BSNL Management. But MT R/R, which has re-surfaced now is, ‘the same material, now in a new packing’. All DOT recruited executives except for those in SC/ST category are debarred from both JAG recruitment and MT Internal recruitment exams. AGS Com K. Sebastian explained on 04.09.2009 that there are at present 5400 vacant STS posts, 2700 senior-most Adhoc DEs/regular SDEs approximately will be regularized by end of Sept.’2009 on seniority-cum-fitness basis, if every-thing goes smoothly. Out of remaining 2700 vacant posts, 600 posts are now used for MT (internal + external), remaining 2100 posts will be filled by SDE to Adhoc DE promotion after vacation of Hon’ble High Court of J&K’s stay order.

·        CHQ has understood our grievance and should act accordingly. According to CHQ, 70 to 80 % of BSNL recuitee JTOs, mainly in the south, still have membership of SNEA. Even in MP, a sizeable percentage of BSNL recuitee JTOs have membership of SNEA. Their issues and aspirations also have to be looked after. Every year, MT (internal + external) recruitment will be announced on year to year basis, depending upon requirement. But as per CHQ, JAG recruitment is only as a one-time measure, to cover up, if ITS DGMs don’t take absorption. The integration of MT and STS will take place only in JAG. Recruitment of MTs will not hamper the prospects of becoming regular STS. Recruitment of MTs and JAG (from outside) will hamper the prospects of becoming regular JAG. All Branches should once again give a thought to both current Group ‘A’ R/R and MT R/R, as this is related to our future. There are branches which hold two or three GB Meetings for single individual transfer/posting cases, but not single meeting on such important issues. We hope that all branches will understand the seriousness of the situation and understand that both these recruitments are of nearly no use to majority of members of both SNEA and AIBSNLEA. We may have to take to legal recourse on individual basis, in case CHQ does not understand the situation. We expect resolutions from the branches, and not simply telephonic conversations and SMSs. As per CHQ, the seniority in JAG will be as follows :-

1.          Senior-most à ITS DGMs (who are DGMs at present on deemed deputation) who will take absorption, later on, if everything suits them.

2.          Next Senior à 150 JAGs who are being recruited, if (2) takes place before (3).

3.          Next Senior à Regular DEs promoted to JAG with the help of one-time relaxation.

4.          Next Senior à MTs promoted to JAG.

              (3) & (4) will be in 1:1 ratio. This inter-polation will happen after 7         years of commencement of MT 52 weeks training.

·           CS SNEA met GMTD Ujjain Shri Suresh Babu on his visit to Bhopal on 03.09.2009 and requested for relieving of Shri RP Krishnani and Shri P Karandikar, both SDEs under GMTD Ujjain. CS SNEA also requested GMTD Ujjain for retension of Shri NK Gupta at proper Ujjain, in case his posting is not considered for Indore by MP Circle Administration beyond 31.03.2010. GMTD Ujjain said he will try to consider all mentioned cases.

·           Based on CS SNEA Agenda dated 01.09.2009, cases at S.No.2,5 of point No.(3), Shri NL Ahirwar and Shri SS Mehra, both SDEs under GMTD Hoshangabad have both been relieved for TDM Chhatarpur and GM CM Bhopal, respectively from their SSA and unit offices. We thank MP Circle Administration for their efforts.

·           Shri MC Sharma, SDE O/o GMTD Bhopal., Shri BM Sewarik, DE (Offtg.) O/o TDM Khandwa., Shri YK Sabharwal, DE (Adhoc) O/o GMTD Gwalior., Shri TD Dravid , SDE O/o GMTD Jabalpur and Shri NV Naware, SDE O/o TDM Chhindwara all members of SNEA (I) MP Circle, were retired on 31.08.2009. SNEA (I) MP Circle wishes all these comrades a bright, healthy and active post-superannuation life ahead.

·        It is worth mentioning here that Shri MC Sharma was Circle Treasurer in the Adhoc Body of SNEA (I), which functioned from Jan.’2005 to April’2005. He was also District President of SNEA (I) GMTD Bhopal Branch for 3 continuous tenures. He was always guiding SNEA (I) GMTD Bhopal Branch and SNEA (I) MP Circle with his vast trade union experience.

·        It is also worth mentioning that Shri TD Dravid had recently got his request transfer relieving from Narsinghpur to Jabalpur and Shri BM Sewarik got his SDE to DE local officiating promotion in April’2009, just 4 months before his retirement.

·        But, although DS SNEA (I) Chhindwara Shri RC Barbude had insisted to CS SNEA (I) for early SDE to DE local officiating promotion of Shri NV Naware, it was very unfortunate that DPC could not commence in time else, he could have retired as officiating DE, although it would have been for a very short period and he would not have gained monetarily, but status-wise his retiring position would have been better.
