·           Based on CS SNEA agenda dated 12.06.2009 and telephonic conversation of CS SNEA with CE (Elect.) on 08.07.2009, CE (Elect.) informed that point (8) of above agenda had been settled. CS thanked CE (Elect.) for settling the case. For orders, click hereà

·        CS reminded CE (Elect.) for point (5) and point (6) of the same agenda. CE (Elect.) assured to look into the cases.

·           Due to unavailability of CS AIBSNLEA at Bhopal on 08.07.2009, the meeting of United Forum of Executives, MP Circle will be held on 10.07.2009 at 16.00 Hrs. Solutions to points (2) & (7) of CS SNEA agenda dated 10.06.2009 will also be discussed in detail in the meeting.

·        In case, we are not satisfied with the outcome of the meeting, we will be starting Lunch Hour Demonstration at all SSA Headquarters w.e.f. 13.07.2009, without further notice, as Lunch Hour Demonstration had been previously notified for non-settlement of these issues and then based on BSNL MP Circle’s assurance to settle the issues, Lunch Hour Demonstration had been deferred.

·           In continuation to the development in CWC Shillong, point raised by CWC Member-II Shri P.K. Jha under item ‘Any other item as permitted by the Chair’ – reg 1) Making JETA Bhawan, Bhopal operational and 2) Cancellation of co-options made in Circle body of SNEA (I) MP Circle.

·        As per telephonic discussion with AGS Com. AA Khan, regarding 1) arrangements for making JETA Bhawan, Bhopal operational are being done and regarding point 2) letter given to BSNL MP Circle Management and SNEA (I) CHQ. This letter alongwith recommended case of Shri Satish Yadav, SDE CMTS-CO Bhopal for BRBRAITT Jabalpur by BSNL MP Circle and acceptance of refusal case of Shri TD Maladhare, JTO O/o GMTD Bhopal for 67% seniority cum fitness regular promotion of JTO to SDE posting in J&K Circle mailed to AGS Com. AA Khan as compliance to his instructions.

·        These two young and dynamic members of SNEA (I) MP Circle (one from BSNL recruitee JTO group and other from Electrical wing SDE group) were very motivating and mobilizing for SNEA (I) MP Circle and they helped a lot in preparing agendas, give proper inputs during meetings with the management and even increasing membership in their respective categories. But, for the unfortunate happening, CS SNEA appologises to them on behalf of SNEA (I) CEC Bhopal and expects that they will keep contributing to SNEA (I) MP Circle, more than even before.

·           Current position of missing documents for SDE to DE Adhoc Promotion DPC- 2nd list. (The dead-line to reach Corporate Office is 15.07.2009). Our DSs have helped BSNL MP Circle Administration in bringing the pendancy down to only 7. DSs of CO Bhopal, Ujjain, Mandla and Khandwa to immediately contact CS SNEA regarding the pendancy.

·           CHQ had earlier informed us that regularization of Adhoc DEs was being taken on top-most priority and Circles had not send VCs. DSs of following branches should immediately contact CS SNEA for concerned details :- 1) Satna. CS already has intimated to DS CO Bhopal, DS Indore, DS Jabalpur, DS Gwalior, DS Khargone and representative of SNEA Ratlam about cases of their SSAs.

·           The seniority revision orders of Shri DA Arjwani, SDE CO Bhopal, is getting delayed due to ADG (DPC) Shri Surindernath being on leave.

·        Meeting of representatives of SNEA with CGMT MP Circle Shri RKP Hinduja will be held on 08.07.2009 instead of 06.07.2009.

·        Current position of missing documents for SDE to DE local officiating promotion DPC. At this speed, our DPC will not be held even in Aug.’2009. DSs of Khargone, Ratlam, Jabalpur, CO Bhopal, Ujjain, Morena, Chhindwara, Mandsaur, Gwalior, Indore, Narsinghpur to immediately contact CS SNEA regarding the pendancy.

·        Joint Secy (Central), CS, CWC-II, CWC-III from SNEA (I) MP Circle attended the CWC of SNEA (I) CHQ held at Shillong, NE-I Circle on 26-06-2009 and 27-06-2009, in beautiful weather and ambience. CWC-I Shri SP Tripathi could not attend the CWC because of his daughter’s marriage on 26-06-2009. Area Secy Indore Shri Sandeep Sirohi attended the CWC as his delegate, with due permission from GS Com GL Jogi, taken by CS SNEA.

·      It was a very different CWC with one full day kept only for issues concerning the growth and development of BSNL. The brief of the GS of 25 pages had 19 pages devoted to only growth and development of BSNL, only 6 pages for cadre issues. We have also now decided that our alternate meetings with CGMT MP Circle will be only on growth and development of BSNL in MP Circle, hence-forth. Due to the below-average performance of MP Circle, as per facts and figures in the GS brief, CS SNEA had to cut a sorry face, this time in the CWC. CS SNEA has submitted relevant pages of the brief to CGMT MP Circle and requested him to explain in detail the reasons for such bad performance, so that this year we perform better and are able to hold our heads high, like CS SNEA Karnataka Shri SB Nagawi (only Circle with more profit than last year).

·      We also took up the following issues from SNEA MP Circle in Shillong CWC :-

(1)          We took up the issue that so many NIC-PCMCIA Data Cards available in stores, and with recently reduced tarrifs, are not usable on currently marketed laptops, due to unavailability of PCMCIA slot. CHQ replied that a convertor of Rs 250/- was available in the market which made it usable on currently marketed laptops.

(2)          We also took up the issue of national roaming to be commercially made available on EVDO (USB) Data Cards, as it has become a product with real potential to spear-head the market and it gives much more speed than other EVDO cards provided by private operators. CHQ replied that very shortly the decision would be taken by BSNL Head-quarter.

(3)          We handed over the temporary transfer case of Smt Rekha Batre (BSNL recruitee JTO 2001) JTO O/o GMTD Jabalpur from MP to Chennai TD to AGS Com AA Khan and CS SNEA Chennai TD Com Venkatraman in Shillong CWC.

(4)          We handed over the JTO to SDE local officiating promotion clarification asked by BSNL MP Circle, for pursuance of immediate clarification, to AGS Com AA Khan in Shillong CWC.

(5)          For TBP of BSNL recruit JTOs of 2001 and 2002 after completing 4 years of regular JTO service, (as they are crossing new SDE basic in revised 2nd PRC scale on 01.01.2007), CS SNEA handed over the copy of clarification asked by BSNL MP Circle Administration on the issue, to AGS Com AA Khan in CWC Shillong for pursuance of proper and early clarification from Corporate office, so that there is no problem in giving TBP to JTOs of 2001 and 2002 BSNL recruitment. The issue is that orders for TBP are for pre-revised scales. CHQ also replied that JTO, SDE scales notified by BSNL Board are provisional and DOT is about to approve even more revised scales, till then it would be difficult to get the clarification.

(6)          We handed over TES Gr ‘B’ seniority revision cases of Shri Anil Sahai, SDE T&D Circle, Indore., Shri MM Vyas, SDE MSC, Bhopal., Shri BK Sharma, SDE Khandwa and Shri RS Pansari, SDE Gwalior in new proforma to AGS Com AA Khan in Shillong CWC. But CHQ replied that cases should be forwarded by respective Circle Offices and copy of such forwarded copy should be handed over to CHQ. We will check if the 3 cases of MP Circle have been forwarded by CO Bhopal.

(7)          We handed over all cases who had volunteered for BRBRAITT Jabalpur from MP Circle. But CHQ replied that cases should be forwarded by respective Circle Offices and copy of such forwarded copy should be handed over to CHQ. From MP Circle, only the case of Shri Satish Yadav, SDE CMTS-CO Bhopal has been forwarded, as it had reached CO Bhopal in due time.

(8)          CHQ informed us that JTO to SDE LDCE will be notified shortly and it will be fully objective type and would be based on OMR pattern. It would be better if all eligible candidates start preparing well in advance. The pattern has been changed, based on SNEA’s suggestion to make the exam more transparent and SNEA will see to it that result of the LDCE comes out in record time. We also pleaded that JTOs of 2002 BSNL recruitment, who were wrongly deprived to appear in 2007 LDCE, should be given seniority at par with 2001 BSNL recruitment qualified SDEs, by computing marks obtained in both exams based on percentile basis.

(9)          CS SNEA could pay up-to-date CHQ quota of only 18 out of the 35 branches of SNEA MP Circle in Shillong CWC. GS said that when all welfare claims are being paid on time, why not dues should be clear up-to-date. This should be understood by all our unpaid branches, and CHQ quota for all the remaining 17 branches upto June’2009 should reach CHQ by July end, CS SNEA replied. ·           CS SNEA had requested to BSNL MP Circle Administration in agenda dated 04.06.2009 to consider acceptance of refusal of Shri BK Vishwakarma, JTO Mandsaur for 67% seniority cum fitness quota JTO to SDE regular promotion as he had been given a difficult station in the same SSA on his promotion. But our CGMT Shri RKP Hinduja met him on his visit to Mandsaur and persuaded him to withdraw his refusal and give any three options for posting other than the four major stations. Shri BK Vishwakarma gave options for Dhar, Dewas and Jhabua. His orders have been modified for Jhabua. This is one of those kind gestures that make Shri RKP Hinduja so different and informal among all CGMs that we have seen. For orders, click hereà

·           CS SNEA receives endorsed copy of DO letter from GM (Estt.) Corporate Office to CGMT MP Circle. For copy of letter, click hereà

·           Apart from agenda dated 10.06.2009, the following other issues were also discussed with BSNL MP Circle Administration on 01.07.2009 :-

(1)          For mutual transfer case of Smt Leena P Choudhury, (BSNL recruitee JTO 2001), JTO CO Bhopal with Shri Sudhir Sharma, JTO Gujarat. As Shri Sudhir Sharma was now not willing to come to MP, we requested to consider her case one-way, as 2 JTOs had been transferred one-way to MP from Gujarat vide Gujarat CO Ltr dated 11.05.2009 and for another 3 JTOs’ one-way transfer to MP from Gujarat, Gujarat Circle had asked for MP Circle’s consent vide Gujarat CO Ltr dated 10.06.2009. BSNL MP Circle Administration asked CS SNEA to pursue at Gujarat to get one of these JTOs linked to Smt Leena P Choudhury for mutual transfer. CS SNEA will be talking to CS SNEA Gujarat for the case.

(2)          For retension of quarter case of Shri MM Qureshi, SW (Elect) Nagpur, which had reached CO Bhopal in October’ 2008, why case had not been forwarded to Corporate Office, BSNL MP Circle Administration replied that case will be checked and reply given.

(3)          For mutual transfer case of Shri Neeraj Wasnik, (BSNL recruitee JTO 2007), JTO Narsinghpur with Shri AK Soni, JTO Balaghat : It was replied that mutual transfer cases will only be considered within the same batch for latest recruitees.

(4)          Regarding switch-over of all GSM Commercial software to ‘SancharSoft’, BSNL MP Circle Administration replied that GM WL-II has agreed to complete implementation of ‘SancharSoft’ in full MP Circle by 31.07.2009 for compliance to CMD. This issue is being monitored by our GS Com GL Jogi.

(5)          Regarding posting of Shri DC Bhaskar as DE BSS Mandsaur at Neemuch, BSNL MP Circle Administration replied that deciding place of posting of DEs within the jurisdiction of GMTD Mandsaur, was within the powers of GMTD Mandsaur and beyond the purview of CO Bhopal.

(6)          For TBP of BSNL recruit JTOs of 2001 and 2002 after completing 4 years of regular JTO service, (as they are crossing SDE basic in revised 2nd PRC scale), CS SNEA handed over the copy of clarification asked by BSNL MP Circle Administration on the issue, to SNEA CHQ in CWC Shillong for pursuance of proper and early clarification from Corporate office, so that there is no problem in giving TBP to 2001 and 2002 BSNL recruitment. The issue is that orders for TBP are for pre-revised scales. The orders issued in last week of June’2009 for JTO to SDE TBP ans SDE to Sr SDE TBP by BSNL MP Circle Administration are also for pre-revised scales. Based on these orders, AO of the unit can fix them in revised 2nd PRC scales, but unless and until clarified by Corporate office, eligibility condition scales will be only of pre-revised scale.

(7)          Regarding the cases who had volunteered from MP Circle for TTC Jabalpur, BSNL MP Circle Administration replied that cases which reached before 08.05.2009 (the dead-line to reach Corporate Office) in CO Bhopal, have been recommended to Corporate Office.

·        CS, ACS from SNEA (I) MP Circle met CGMT Shri RKP Hinduja on 01.07.2009 at 16.00 Hrs. Meeting lasted for 3 Hrs. GM (A) Shri Prabhash Singh and DGM (A) Smt. Deepa Arora were also present. Agenda dated 10.06.2009 was comprehensively discussed, but meeting was still inconclusive.

·        Regarding Point (1), case of retension of Shri VS Bodke, JTO Bhopal was not agreed by BSNL MP Circle Administration. But Administration seemed convinced for consideration of transfer case of Shri Naresh Tiwari, JTO from Damoh to Sagar, as he completed 3 years break in June’ 2009. Administration also seemed convinced for consideration of repatriation case of Shri SS Kashyap, JTO WTR back to recruiting circle.

·        Regarding Point (2), issue is open for further discussion on 06.07.2009.

·        Regarding Point (3), case of retension of Shri GP Gour in WTP Bhopal was not agreed by BSNL MP Circle Administration.

·        Regarding Point (4), all the 3 cases not agreed by BSNL MP Circle Administration. We request our 3 members to join as DE as ordered, or refuse and continue at same place as SDE. SNEA MP Circle expresses its apology to the members for the delay, who were waiting till now, but we tried our level best to convince the Administration.

·        Regarding Point (5), all the 3 cases are to be considered along with upcoming SDE to DE local officiating promotion, which is proposed to be issued by 15.07.2009.

·        Regarding Point (6), clarification (regarding JAG scale TBP to Adhoc DE after 4 years in MP Circle, at par with Corporate Office) will be issued shortly and copy given to SNEA.

·        Regarding point (7), the clarification asked regarding giving local officiating promotion for JTO to SDE had been provided to us by DGM (A). CS SNEA handed over the clarification to SNEA CHQ in CWC Shillong for pursuance of proper and early clarification from Corporate office, so that there is no problem in giving fresh local officiating promotions to waiting new cases of 2001 recruitment. This issue is also open for further discussion on 06.07.2009 for promotion of refusal, drop and left-out cases (long due as per rules).

·        Regarding Point (8), it was informed to us that Shri SK Dhimole, JTO Bhopal had while applying for transfer from Vidisha, quoted the terms ‘own cost’ in all his applications. So, although he completed more than 2 years at Vidisha, his case could not be converted to ‘interest of service’ from ‘own cost’.

·        As it can be very well seen, we have left all six request points, but if we do not get proper output, to our satisfaction, in Points (2) and (7), we will start lunch hour demonstration at all SSA head-quarters wef 07.07.2009, (if the discussions on 06.07.2009 of SNEA with BSNL MP Circle Administration fail) without giving further notice, as we had earlier given notice and deferred the programme, based on BSNL MP Circle Administration’s assurance.

·        ACRs for 75 SDEs were called by MP Circle administration for local officiating promotion from SDE to DE. Out of 75 SDEs, ACRs of 41 SDEs have been received in Circle Office, Bhopal.

·        Concerned SDEs / DSs of SNEA to ensure the submission of short ACRs in Circle Office, Bhopal by 04.07.2009 so that DPC may commence in 1st week of July’2009.

·        CS SNEA (I) submitted reports regarding Broad-Band, GSM, Land-line, WLL, PCO,  sanctioned & working strengths of Executives pertaining to MP Telecom Circle, at CWC meeting of SNEA (I) held at Shillong on 26.06.2009 & 27.06.2009.

·        The figures for sanctioned & working strengths of JTOs is of date 10.04.2008.

·        The option to continue in CDA compliance from MP Circle will take 15 more days to go. The abandoning of post issue will take 15 more days to comply.

·        CS SNEA (I) will be submitting the resolution passed in the CEC of SNEA (I) MP Circle held at Bhopal on 24.04.2009 and 25.04.2009, to the CHQ SNEA (I) leaders at CWC meeting of SNEA (I) to be held at Shillong. For resolution, click hereà

·        CS and Shri Mukesh Sharma, SDE RM Guna from SNEA (I) MP Circle met CGMT MP Telecom Circle Shri RKP Hinduja on 23.06.2009 at 16.00 Hrs. We were joined in the meeting also by CS and ACS from AIBSNLEA MP Circle. Meeting lasted for one hour. Regarding point (2), CGMT said he would consider maximum genuine cases of 67% seniority cum fitness quota JTO to SDE regular promotion. But, in doing so, he asked for option from Association for reliever. SNEA gave following two options:-

1.          Issue orders of JTO to SDE left-out local officiating promotion cases (nearly 30 cases) and link them as relievers, without touching controversial 2001 recruitment.

2.          Issue of long-stay transfer list, as this is the other only way out.

·        CGMT seemed convinced more for the second option. We also requested for consideration of request transfers of those SDEs who are completing 3 years by 31.08.2009.

·        However, we request all our COBs and DSs to give their views as to which option is better and based on the feedback, we would take tough stand after return from CWC Shillong.

·        In the meanwhile, we are deferring our Trade Union Programme.

·        As CS will be busy in CWC on 26.06.2009 and 27.06.2009, COBs & DSs may ring on CS’s mobile before 10.00 Hrs. or after 20.00 nHrs. On these days to give feedback.

·        AIBSNLEA has conveyed to CGMT that they are united with SNEA (I) MP Circle for resolving the issues & finding out a genuine solution acceptable to both the Associations.

·        CS, ACS from SNEA (I) MP Circle met DGM (A) Smt. Deepa Arora on 22.06.2009 at 16.00 Hrs. meeting lasted for 2 Hrs. and agenda was comprehensively discussed.

·        Regarding points (1), (2), (3), (4), (5), (6) & (8), cases were explained by SNEA to DGM (A) and DGM (A) seemed convinced on some points, but she re-iterated that final decision will be taken by CGMT.

·        Regarding point (7), the clarification asked regarding giving local officiating promotion for JTO to SDE was provided to us by DGM (A). We will be handing over the clarification to CHQ in CWC Shillong for pursuance of proper and early clarification from Corporate office, so that there is no problem in giving fresh local officiating promotions to waiting new cases of 2001 recruitment. DGM (A) replied that DPC for 7 left-out cases is being held currently and for remaining 25 cases pointed out in CS SNEA letter, DPC will be initiated after a week.

·           Although there is meeting of representatives of SNEA (I) with CGMT MP Telecom Circle Shri RKP Hinduja in 2nd half of 23.06.2009, it is decided that all seven branches – 4 of Bhopal, 1 of Indore, 1 of Morena and 1 of Sagar will hold GATE MEETING at 17.00 Hrs. at the respective Gates of Circle Office Bhopal, O/o GMTD Indore, O/o GMTD Morena and O/o TDM Sagar.

·           There is a meeting of representatives of SNEA with DGM (A) Smt. Deepa Arora on 22.06.2009 at 16.00 Hrs. to discuss CS SNEA Trade Union Notice dated 10.06.2009.

·           CS SNEA MP Circle also received phone call from CGMT MP Circle and he would be available for meeting in the 2nd half of 23.06.2009.

·        Based on the above 2 meetings, we would decide our Trade Union Programme. We have decided that 100% comrades of all 4 branches of SNEA (I) Bhopal, SNEA Indore, SNEA Morena and SNEA Sagar should participate in 3 hour long Lunch Hour Demonstration on 24.06.2009 from 12.00 Hrs., in case talks fail.

·           The screening by CO Bhopal is complete for first list of Adhoc DE Promotion  (deadline to reach Corporate Office was 20.05.2009). As per telephonic conversation of CS SNEA with DGM (A) on 20.06.2009, CS SNEA confirmed with DPC section of CO Bhopal that all eligible 32 cases had been screened and sent to Corporate Office. For OC and SC category, SDEs upto Seniority No. 14549 and for ST category, upto Seniority No. 24494. The table of 32 SDEs is being linked here, but this is as per SNEA MP Circle data-base. ·           We missed out on some cases in Point No.(7) of Trade Union Notice. As per seniority, case of Shri VS Tomar, JTO O/o GMTD Ratlam should be at S.No. (10) and case of Shri Ravi Anbhore, JTO O/o GMTD Jabalpur should be at S.No. (28) and totally there are 32 left-out cases for JTO to SDE functional promotion, as per our data-base. These will now also be pursued.

·           The medical case of Shri RB Dohre, DE (Stores) Ujjain was taken up by CS SNEA. As per latest medical reports, 95% blockage was observed and there was immediate requirement of bye-pass surgery of the heart. CS SNEA requested senior-most GM in MP Circle Shri MK Jain, (our regular CGMT is on leave) for approving the permission for treatment at N.Delhi, for which GM (D) agreed and in consultation with GM (A) Shri Prabhash Singh, conveyed their approval to GMTD Ujjain Shri Suresh Babu. We express profound gratitude to all the three GMs for helping our comrade in a real humanitarian cause.

·           The Divisional Conference of SNEA Narsinghpur was attended by TDM Narsinghpur Shri NK Agrawal, DE WTR Chhindwara Shri Kankane, Jt Secy (Central) SNEA (I) CHQ Shri Harsh Kaul, CS SNEA, Area Secy Jabalpur Shri Kuldeep Puranik, Circle Organising Secy Shri SK Haldkar and ACS (Civil) Shri RK Sutrakar.

·        The open session was held in a ‘Pandal’ within the campus of O/o TDM Narsinghpur and addressed by District Secretary Shri SL Malviya, ACS (Civil) Shri RK Sutrakar, Area Secy Jabalpur Shri Kuldeep Puranik, Jt Secy (Central) SNEA (I) CHQ Shri Harsh Kaul, TDM Narsinghpur Shri NK Agrawal & CS SNEA (I). The Open Session was compered by poet and active comrade Shri Narayan Shrivastava.

·        It was great to see AIBSNLEA active comrade and ex-Circle Office-Bearer Shri BK Gupta (ex-DE Burhanpur) come and attend our open session, all the way from Jabalpur. He is also among the 119 tenure-transfer-cancelled SDEs.

·        It was heartening to see only one executive association in Narsinghpur. All the BSNL recruited JTOs are members of SNEA (I). Sandeep Gupta, (BSNL recruitee JTO of 2007), son of Shri BK Gupta was very co-operative to CS SNEA in helping to down-load all relevant orders from SNEA CHQ and Circle website, related to different querries of members of SNEA (I) Narsinghpur.

MINUTES OF MEETING WITH CE (E) BHOPAL ON 27.05.2009 

·           The issues concerning welfare/ career progression of Electrical Wing members were taken up with the CE (E) BSNL MP Zone Bhopal on 27.05.2009 at 16.00 Hrs. in response to the letter No. SNEA/MP/2009-10/ 281 dated 14.05.2009. The following were present:

·           The following decisions were taken: 

1.          Providing basic infrastructure to the field officers :

(i)       Vehicles for projects/ maintenance: The CE (E) has informed that case has been moved to the GM (O) regarding 12 hired vehicles & is likely to be sanctioned shortly. Also, the Sr. DDG (E) during his visit to Raipur had informed CE (E) that file has been sent to the BSNL Board for approval of hired vehicles for a period of 5 years for projects/ maintenance of USO sites. It has been intimated to CE (E) that the SDE (E)/ JTO (E) in MP are unable to verify diesel filling & meter readings of the USO sites & the situation shall deteriorate, if vehicles are not provided immediately. Also no sort of TA is being given to the field officers, to perform their duties.

(ii)     Broadband connections: The CE (E) informed that all SDE (E)/ JTO (E) should submit applications to their respective EE (E), who shall in turn, forward the same to respective SE (E) for sanction. It was reported that SDE (E-P) O/o SE (E) Jabalpur had sent all cases of Jabalpur to the CE (E) Bhopal, but no action has yet been taken.

(iii)   FAX machines: All SDE (E)s should purchase fax machines, after taking approval from their respective EE (E), under office contingencies.

(iv)  Latest computers/ printers: For all the outdated computers, case should be submitted to concerned EE (E) for scrapping/ upgradation. Orders for new computers shall be placed accordingly. All the existing dot-matrix printers should be replaced by laser printers, which shall be purchased after taking approval from the respective EE (E), under office contingencies.

2.          Recruitment of JTO (Electrical): SNEA(I) welcomed increasing 150 posts in addition to 200 earlier approved posts for recruitment of JTO (E). CE (E) informed that as TTA post did not exist in the Electrical Wing, promotion of TTA to JTO on officiating basis was not possible. CE (E) also assured to send justification of existing vacancies to Corporate Office immediately. As per existing situation, 40 posts of JTO (E) are lying vacant.

3.          Harassment of JTO/ SDE due to delayed/ no action against defaulter contractors: The CE (E) assured expediting punishment/ penalising of the defaulter contractors, on receiving complaints from the concerned JTO (E)/ SDE (E). But he showed helplessness regarding barring award of works to contractors quoting non-workable rates, as no such rule was prevailing regarding quoting rates on lower side. The matter of one such contractor M/s Vivek Soni, Bhopal was discussed by the SNEA members. The CE (E) requested not to be case specific & to discuss matters in general. However he informed that the contractor has already been penalised & degraded from category E-II to E-III. Further action is under process against the contractor based upon his performance & related to his complaints.

4.          Regarding pay fixation of Shri Jai Singh Thakur JTO (E) Jabalpur: Orders have hence been issued.

5.          Grant of ACP upgradation to Mrs Seema Shrivastav SDE (E):  Association requested CE (E) to process her case with relaxation as per guidelines issued by the CO Delhi regarding grant of ACP. The CE (E) has assured to forward the case to Corporate Office, with request for relaxation of 13 days in her case.

6.          Transfer of Sh UL Lodhi JTO (E) Shivpuri to Satna: CE (E) asked for request for transfer from Sh. UL Lodhi with three preferences.

7.          Relieving of Sh NS Dighe SDE (E) Chhindwara: CE (E) assured to relieve him shortly.

8.          Immediate release of long pending TBP list of officers of Electrical Wing: CE (E) informed that DPC for grant of TBP to the concerned officers shall take place in the first week of June. Orders shall be issued there-after.

9.          Promotion of JTO to SDE on local officiating basis: The CE (E) assured to promote al eligible senior JTOs on local officiating basis in the next list, as per the existing vacancies at that time.

10.    Diversion of vacant post of SDE (E-A) in office of CE (E) to field: The CE (E) expressed unwillingness for diversion of the post as it is more required in his office. Upon request by the Association, he assured to consider diversion of the post to field for time-being & filling the same by officiating SDE, but the same may be diverted back, whenever required in the CE office.

·           Besides the above agenda issues, some other matters were also discussed.

  1. Utilizing DG Sets supplied by M/s Rashtriya Audyogik Sansthan, Agra kept spare/ replaced by other DG Sets: Association raised the issue regarding disposal/ redeployment of DG sets supplied by M/s Rashtriya Audyogik Sansthan, Agra in Shivpuri SSA which were replaced by other DG sets based upon the poor performance of the sets, as per instructions of the CE (E). All the DG sets are lying at stations, without any security & even one battery of such a set has been stolen from the set. In this matter, SE (E) informed that nearly 40 such DG sets are kept at various places & only a few months of warranty of the sets are remaining. Hence, action was sought in the matter, immediately. CE (E) assured to take decision for all such DG sets soon.
  2. Payment of MPSEB bills for USO sites: Association informed that many electricity service connections are being disconnected or penalty is imposed, due to delay in payment, incurred in the process for USO sites. It was also suggested to deposit some amount under voluntary deposit scheme for individual service connections. The amount of the monthly electricity bills can be reimbursed after receiving the bills. Thus the penalty/ disconnection could be avoided. The CE (E) has assured to take the case with higher MPSEB authorities. Meanwhile, he asked to check if the bills were available online & the payments could be done online.

·           Circle Office issues modification in place of posting from Satna to Bhopal of Shri Nishit Upadhyay, SDE, back to MP Circle, after repatriation from TRAI. For orders, click hereà

·           Based on CS SNEA agenda dated 02.05.2009 and in compliance of point No. (1), CE (Civil) writes letter to PGM (BW), BSNL Corporate Office for removal of discrepancy in AIEL’05. The point, for which we were struggling since long, has been illustrated by CE (Civil) to Corporate Office in perfect language. We thank CE (Civil) for helping us in a real cadre issue.

·           Circle Office issues ACR calling letters:-

1.          for SDE to Adhoc DE promotion. SDEs with Seniority No. upto 14549 in OC & SC category and upto 24494 in ST category should really hurry as deadline for ACRs to reach Corporate Office from Circle was 20.05.2009, we should sent ACRs atleast by 12.06.2009. For letter, click hereà

·              We were pursuing for both the letters since 20.05.2009.

·           As displayed on our Circle website on 01.06.2009, Corporate Office issued modification of Circle orders of Shri Sachidanand Pandey, JTO WTR., Shri JP Mishra, JTO WTR and Shri Pradeep Gupta, JTO MP. SNEA MP Circle is very thankful to AGS Com AA Khan and AGS Com K Sebastin for their dynamic efforts for issue of modified orders within 16 days only. We are also thankful to DGM (A) MP Circle and subordinate executives and non-executives in MP Circle Administration, who also took very fast action in issuing request to Corporate Office for correction, after pursuance of SNEA MP Circle. It can be seen that out of order of 9 cases issued, 4 cases are related to MP Circle.

·           Details of 9 request transfers in the cadre of officiating JTOs of Dewas SSA issued on 22.05.2009, for which we promised on our website, to bring details later:-

·        These officiating JTOs had been transferred out of SSA on 29.03.2005 by Ex-CGM MP Circle Shri GC Mishra, and they were made substitutes for request transfer-seeking regular JTOs. All these officials, because of their dream (of becoming a JTO) was coming true, accepted the harsh decision, although under FR-35, they suffered pay loss in coming to Dewas from Indore or Ujjain, although they were substantively in SSA cadre, and should not have been transferred out of SSA. We took up the issue in Feb’2009 and we got support from recognized non-executive union BSNLEU MP Circle CS Shri SR Nayak and are thankful to MP Circle Administration for their just consideration.

·        Another issue which we have taken up with recognized non-executive union BSNLEU MP Circle CS Shri SR Nayak is that remaining qualified TTAs, who had refused TTA to JTO local officiating promotion orders of 29.03.2005, were never re-offered the promotion after 1 or 2 or 3 years even. But now after 4 long years, MP Circle Administration has shown positive response on the issue.

·        We have also requested recognized non-executive union BSNLEU MP Circle CS Shri SR Nayak to take up the issue of regularization of officiating JTOs in National Council, with their dynamic GS Com VAN Namboodiri.

·           Details of posting orders of 10 SDEs, who did not go to tenure Circles and 1 SDE, who repatriated from TRAI, orders issued on 23.05.2009, for which we promised on our website, to bring details later:-

·        Out of these 10 SDEs, who did not go to tenure Circles, 6 were officiating DEs. Out of the six, our member Shri RN Sharma, ex-DE BD CO Bhopal, got CO Bhopal, as he had not completed 2 years even, at Bhopal. Remaining 5 had completed 3 years in Khandwa, Dhar, Mandsaur and Hoshangabad respectively and got their willing stations Jabalpur, Ratlam and CO Bhopal, respectively. Out of the 4 SDEs, our member Shri NP Pal, went willingly to Dewas from Indore., and our member Shri KN Bajpai, was retained at Gwalior, who had been retained at Gwalior (not relieved to tenure Circle from SSA) on our request to DGM (A), on grounds of mistake in HR details.

·        But the shocking news was posting of Ex-SNEA Circle Office Branch DS Shri Nishit Upadhyay at Satna, who was among the 2 SDEs selected from all over India in TRAI. The other SDE, Shri Milan Jain, also from CO Bhopal, has taken permanent absorption in TRAI. Nobody wants to leave Govt Service and come to BSNL, everyone (ITS plus non-ITS) knows this. But, because of his mother’s serious health condition, he had to seek repatriation to BSNL. We have protested very strongly to BSNL MP Circle administration for his posting at Satna and have earnestly requested for modification of his posting to Bhopal.

·        We have also requested for issue of ACR calling letter for 9 out of these 11 SDEs, immediately, for both SDE to DE adhoc and local officiating promotion, as they are all, within coverage area of ensuing DPCs, at both Corporate Office and Circle office.

·           Output from CS SNEA agenda dated 15.04.2009 submitted to CGMT, MP Circle regarding long pending issues of executives of BSNL MP Circle, has been illustrated, pointwise below. As can be seen, pain taken by CGMT, especially in the relieving cases has actually helped settle the first 9 points. Other MOC transfer cases like Shri HS Baghel, JTO Damoh and Shri Mahesh Gupta, JTO Balaghat have also been relieved by continuous efforts of SNEA MP Circle. MOC transfer case of Shri VK Paliwal, JTO Vidisha will now be pursued for relieving.

·        Regarding Point 1) Non-relieving of Shri Anoop Sharma, SDE Guna on transfer to CO Bhopal: TDM Guna has relieved official from his office in mid-May’2009.

·        Regarding Point 2) Non-relieving of Shri Ravi Anbhore, JTO Sagar as an SDE, on transfer to GMTD Jabalpur: Official’s promotion with posting at Jabalpur (where he has joined as JTO) would be considered in the JTO to SDE fresh local officiating promotion DPC for left-out cases.

·        Regarding Point 3) Non-relieving of Shri PS Bais, PS Morena on transfer to Bhopal: GMTD Morena has relieved official on 30.05.2009

·        Regarding Point 4) Non-relieving of Ms Meenu Singh, BSNL recruitee JTO CO Bhopal on transfer to UP (W) Circle: BSNL MP Circle Administration has relieved official even from unit in mid-May’2009.

·        Regarding Point 5) Operating all transfer cases of JTOs immediately (who have completed 2 years break and have less than 2 years from retirement) along with the posting of newly recruited batch completing Phase-I training: One list of 33 regular JTO request transfers issued on 25.04.2009 and another of 9 officiating JTO request transfers issued on 22.05.2009.

·        Regarding Point 6) Immediately releasing fresh SDE to DE officiating and consideration of request transfers in the cadre of DE: One list of 8 promotions issued on 24.04.2009 and another of 11 promotions issued on 04.05.2009. One list of 8 DE request transfers issued on 24.04.2009.

·        Regarding Point 7) Constitution of new DPC for forthcoming SDE to DE promotions: BSNL MP Circle Administration issued ACR calling letter for SDE to DE fresh local officiating promotion DPC of 71 eligible SDEs on 18.05.2009. Another letter of 10 more left-out SDEs (including 8 tenure Circle transfer orders cancelled SDEs +BK Rawat +VK Shrivastava) should be issued soon.

·        Regarding Point 8) Immediately giving TBP to Adhoc DEs after completion of 4 years from the date of becoming Adhoc DE: BSNL MP Circle Administration issued the orders on 25.05.2009, but after period of 5 years.

·        Regarding Point 9) immediately giving TBP to still so many left-out cases: TBP DPC for left-out cases is in process.

·        Regarding Point 10) Constitution of new DPC for forthcoming JTO to SDE promotions: There is no break-through on this point.

01.06.2009

·           CS SNEA had telephonic conversation with GS Com. GL Jogi and AGS Com. AA Khan on 30.05.2009 to ask about the status of modification of Circle of Shri Madhurendra Gupta, ex- JTO Narsinghpur, in LDCE qualified JTO to SDE regular promotion from MP to UP (E) [case being pursued for last 6 months]. GS replied that he would be immediately settling the case anyhow.

  • AGS Khan reiterated that modification of Circle cases of Shri Sachidanand Pandey, JTO WTR., Shri JP Mishra, JTO WTR and Shri Pradeep Gupta, JTO MP had been put up in corporate office and corrected orders are about to be issued shortly.
  • AGS Khan also informed that seniority revision case of Shri D Arjwani, SDE CO Bhopal and Shri Ravi Sharma, SDE WTR Bhopal had been put up in corporate office and corrected seniority numbers are about to be issued shortly.

·        Out of 42 JTOs given to MP Circle by Corporate Office, 40 have been posred by MP Circle as for Shri Sachidanand Pandey and Shri JP Mishra, who were working in WTR, letter has been written for them by MP Circle Administration to Corporate Office for allotting them WTR circle. Case of Shri GP Gour, working on deputation in WTP has also given to MP Circle Administration, for representing to Corporate Office for his retention in WTP circle. Similarly, letter has been written by MP Circle Administration to Corporate Office for retention of Shri Pradeep Gupta, SDE (Offtg.) Shajapur in MP Circle.

·        This is the actual position of branches and members of SNEA (I) MP Circle affected by 67% seniority cum fitness quota JTO to SDE regular promotion issued by BSNL MP Circle administration on 22.05.2009. (34 were SNEA members out of 40 JTOs promoted). 26 in OC category, 8 in OC category and 6 in ST category, out of which 3 are BSNL recruitee JTOs. After issue of this list, the seniormost OC candidate in MP Circle now is SR Yadav, 1994 recruitment JTO, our member, from Hoshangabad SSA. The seniormost SC candidate is CL Verma, 1994 recruitment JTO, our member, from Chhatarpur SSA.   • The branches with no SNEA members in consideration zone of this list are:- Betul, Shajapur, Dewas, Dhar, Ratlam, Khargone, Jabalpur, Seoni, Mandla, Chhindwara, Damoh, Chhatarpur, Sidhi, Shivpuri, Rewa.
  • While deciding the policy for request transfer of SDEs and linked posting for 67% seniority cum fitness quota JTO to SDE regular promotion issued by BSNL MP Circle administration on 22.05.2009, in the meeting of United Forum with BSNL MP Circle administration, SNEA had been very clear that as there is no SDE in Gwalior having more than 10 years stay. Feeding the substitutes to transfers of Gwalior sub-region by only officers from Bhopal and Indore was also not justice. The policy was to have minimum disturbance, and names were not shown to us, but no one expected that SDEs having less than 10 years of station tenure would be disturbed. The cases of 9 SDEs of 5 branches of SNEA (I) MP Circle will be taken up most strongly by SNEA for immediate retension at old station. We will request the 9 request transfer SDEs to wait for proper reliever in place of these 9 SDEs. Reliever we will be suggesting in next agenda meeting.
  • But we also have to give a thought to how we could have managed the request transfers of at-least those SDEs who had completed 3 years break on 31.03.2009 or were having less than 2 years to retirement on 30.06.2009. This table will also show how SNEA members have benefitted from transparent SDE request transfer list also issued on 22.05.2009. (26 were SNEA members out of 34 SDEs whose request transfers were considered.) 5 out of these SDEs are promotees from BSNL recruitee JTOs, one out of these 5 is our member.

·           CS SNEA had telephonic conversation with GS Com. GL Jogi and AGS Com. AA Khan on 27.05.2009 to ask about the status of modification of Circle of Shri Madhurendra Gupta, ex- JTO Narsinghpur, in LDCE qualified JTO to SDE regular promotion from MP to UP (E). CS pleaded that member had not joined since issue of orders on 03.11.2008, more than 6 months. GS replied that he would be immediately talking to Dir (HRD) regarding the case.

  • GS also informed CS that MP Circle was in loss in financial year 2008-09. He also said that Kerala, Karnataka, Chennai TD, Orissa, J&K, Haryana and Rajasthan are the only Circles, which are in profit. The improvement in performance of J&K and Karnataka was remarkable. They were in loss last year.
  • CS replied to GS that he would be immediately talking to CGMT MP Circle about the performance of MP Circle.
  • AGS Khan replied that modification of Circle cases of Sachidanand Pandey, JTO WTR., JP Mishra, JTO WTR and Pradeep Gupta, JTO MP were in process of being issued.

·        CS, ACS H/Q Shri Sumeet Saxena, ACS (Electrical) Shri Ravi Mishra, ACS (Civil) Shri RK Sutrakar met Shri A K Gupta CE (Civil) on 19.05.2009 at 1100 hours. Meeting lasted for 2 hours. SE (H/Q) Shri AK Mukati, EE (H/Q) Shri Manoj Kumar, Office Supdt Shri Vijay Kumar & Shri LV Cholkar were also present. Brief of the discussions of the meeting are as below w.r. to our agenda dated 14/05/2009:-

1)  Removal of discrepancy in AIEL of JTO (C) for promotion of SDE (C):- CE (Civil) agreed on the issue & asked for a fresh letter for correction of Date of confirmation of JTOs, & then within one week NOC will be taken by CE (C) from concerned SE(C)s. Then the same will be forwarded by CE (Civil) to BSNL HQ for revision of date of confirmation of these JTOs, maximum by 01.06.2009. Letter given by SNEA on 20.05.2009.

2)  Very bad position of Time-bound promotion in MP Civil Zone:- Cases of Shri Sanjay Mishra and Shri Sinit Kolhatkar were discussed & CE (C) assured for early review of Time bound DPC. After vigilance clearance, the TBP Orders may be expected by mid of July’2009.

3)  Providing Local officiating promotion from JTO(C) to SDE (C):- CE (C) was of the view that Officiating promotion should be discussed only after completion of  JTO (C) ongoing recruitment process. But on our insistence, he agreed to initiate n/a & asked for submission of a seniority list along with willingness for posting by SNEA. SNEA will be shortly submitting the list.

4)  Immediate modification of earlier issued regular promotion posting orders:- On our continuous persuasion, CE (C) asked for the submission of the case of Shri U.K. Singhal, SDE with all details by SNEA. The case of Shri Roy for accommodation in Bhopal or near by station was also discussed & will be taken up further after collecting some more justified information. Letter given by SNEA on 20.05.2009.

5)  Immediate consideration of commited / Requested Transfer:- CE (Civil) said that the request transfer cases of Shri Chuodhry  & Shri J.P. Kori were under the purview of CE (C) Jabalpur Zone. In case of Shri S. Subramanyam, he asked for fresh Rule-8 application & same will be recommended by Civil Wing for his transfer to Chhattisgarh (due to cancerous death of his father).

6)  Nomination of JTO/SDE (C) in E1-E2 training courses:- On our request, CE (C) agreed to send demand of (3+3) allocation at ALTTC Gaziabad for Bhopal and Jabalpur Zones separately. He also informed that the existing allocation of 2 is increased to 3 for E1-E2 training of MP Civil wing, after efforts of CE (C).

7)  Conduct the DPC for confirmation cases of 8 JTO:- As per our agenda of dated 2/5/2009,  the above issue is resolved & order is issued by CE (C) on dated 18/05/2009. For orders, click hereà

8)  Filling of long pending vacancies of JTO (C):- The existing recruitment of JTO( C) process & departmental DPC of draftsman at BSNL HQ was discussed. The CE (C) provided data of vacancy position of JTOs in MP Civil wing along with his letter send to BSNL HQ on 31.03.2009. He requested SNEA to pursue case at CHQ, as in Electrical Wing, SNEA’s pursuance has given 150 bonus JTOs for Electrical Wing.

9)  Providing Basic amenities to SDE/JTO (C) of MP Zone:- For the basic amenities he was of the opinion that each executive individually should demand the above from SSA head with justification through controlling officer & then the cases should be taken up concern SE (C)s. If still not resolved, matter may be discussed by SNEA with CE (C)s.

·           CS SNEA MP Circle and CS AIBSNLEA MP Circle met CGMT MP Circle Shri RKP Hinduja and GM (Admin) Shri Prabhash Singh separately on 18.05.2009 around 1630 hours and 1700 hours respectively only on the issue of allowing tenure transferred 10 SDEs of MP Circle to join in MP Circle. Previously CGMT MP Circle was of the view that officers should get a certificate from tenure Circle that they had not joined there, after being relieved from MP Circle. But on our insistence, CGMT agreed to allow them to join on 19.05.2009 in MP Circle, after giving an individual undertaking that after being relieved from MP Circle on dated …..….. and from SSA on dated …..….., they had not joined tenure Circle …..…….. as on 19.05.2009.

·        Regarding Point 1) Still more recruitment of JTO (Electrical) and JTO (Civil),

·        Dir (HRD) replied that in the cadre of JTO (Electrical), BSNL Board had increased the recruitment from 200 to 350.

·        Regarding Point 2) Early promulgation of Group “A” R/R,

·        Dir (HRD) replied that promulgation of Gr “A” R/R and regularization of existing adhoc Des were on the verge of finalization.

·        After 2 points, Dir (HRD) said that he had seen all the remaining 7 points and they were all under his consideration. Because of shortage of time, he expressed his inability to dicuss these points elaborately.

·        However, regarding Point 7) Cancellation of tenure transfer list issued in March’2008

·        Dir (HRD) replied that he had already approved its cancellation, it was a surprise to him as to how orders had not come on BSNL Intranet Portal.

·        But on coming to know that CS SNEA was from WLL section, he immediately asked about the development status of WLL network in MP Circle. CS SNEA replied that MP Circle had given record no. of connections last year and CMD BSNL had given an award of Rs one lakh to MP Circle. But because of shortage of IFWTs and EVDO Cards, and absence of national roaming in CDMA and EVDO, WLL network was unable to reach its peak.

·        CS SNEA also said that for proper marketing of BSNL schemes, every employee (from Gr “D” to Gr “A”) of that Circle should get a copy of all schemes of all services being offered by that Circle. On similar lines, CGMT MP Circle said that with salary slip, a copy of all schemes of all services being offered by MP Circle, would be supplied to every employee (from Gr “D” to Gr “A”).

·           In a major organizational development, 6 BSNL recruitee JTOs (out of total 7 BSNL recruitee JTOs working under GMTD Ujjain) re-joined SNEA (I) Ujjain. Two of them, namely Shri Kuldeep Arya and Shri Nitin Purohit have been co-opted as Asstt. District secretary and Organizing Secretary respectively in SNEA (I) Ujjain branch. ·           Based on CS SNEA agenda dated 15.04.2009 and 02.05.2009, submitted to CE (Civil) MP Zone Shri AK Gupta, CE (C) had replied to CS SNEA with copy to CGMT, MP Circle. Copy sent by fax on 14.05.2009, after telephonic conversation of CS SNEA with Shri Manoj Kumar, EE (HQ). This reply was gone through by all our members and office-bearers, and based on their feed-back, SNEA (I) MP Circle decides to continue its agitational program, starting wef 19.05.2009.

·           As per telephonic conversation of CS SNEA with AGS Com. AA Khan on 16.05.2009 to ask about the status of cancellation of order dated 28.03.2008 of 119 tenure transfer operated SDEs, AGS replied that although Corporate Office was closed on 16.05.2009, cancellation of tenure transfer list of 10 SDEs of MP Circle would be displayed on BSNL Intranet Portal on 16.05.2009.

·        CS thanked CHQ for superb JTO to SDE seniority-cum-fitness quota, regular promotion list, especially for MP Circle. Details of MP Circle posting will be uploaded soon.

·           As per telephonic conversation of CS SNEA with AGS Com. AA Khan and AGS Com. K Sebastian on 15.05.2009 to ask about the status of cancellation of order dated 28.03.2008 of 119 tenure transfer operated SDEs, both CHQ leaders said that in the second-half of 15.05.2009, JTO to SDE seniority-cum-fitness quota regular promotion list along with cancellation of tenure transfer list of 39 SDEs will be issued, out of which 10 SDEs are from MP Circle.

·        In the JTO to SDE seniority-cum-fitness quota, regular promotion of 2045 JTOs is taking place. Due to efforts of SNEA CHQ, only 93 OC category JTOs of 1993 DOT recruitment, and only 27 JTOs in SC/ ST category are going out of Circle. MP Circle will be very lucky, as there is only one JTO in MP Circle from 1993 DOT recruitment (that too on transfer from Karnataka Circle). SNEA CHQ ensured that roaster conditions pointed out by SC/ST commission recently to BSNL HQ was followed properly. 120 displacements in All india list of 2045 can be considered quite minimised, as compared to what was being done earlier, before SNEA’s yesterday’s meeting.

K Sebastian on 14.05.2009 to ask about the status of cancellation of order dated 28.03.2008 of 119 tenure transfer operated SDEs, both CHQ leaders said that in the second-half of 14.05.2009, GS along with AGSs would be meeting Dir (HRD) and GM (P) to reduce heavy displacements in JTO to SDE seniority-cum-fitness quota regular promotion. Both the issues will be simultaneously discussed.

·        In the JTO to SDE seniority-cum-fitness quota regular promotion for 2200 vacancies, all OC category JTOs upto 1993 DOT recruitment, half SC category JTOs of 1994 DOT recruitment and all ST category JTOs upto 2001 BSNL recruitment are being covered.

·           Based on the discussion of representatives of SNEA with BSNL MP Circle Administration on 04.05.2009, Shri SK Tripathi (Offtg SDE Shivpuri) and Shri Ajay Singh (Reg SDE Shivpuri) have been relieved from O/o TDM Shivpuri. We expect other SSA Heads also to co-operate with our members. Otherwise, we will have no other option than to take up these issues with BSNL MP Circle Administration again in next meeting.

·           DS Jabalpur and DS Satna to take care of screening of cases of Shri Ravindra Shukla (DE Jabalpur) and Shri Sanjay Bajoria (SDE Satna) respectively for JTO to SDE TBP. In this Circle level DPC, anyway they have missed out, at least we should ensure that they do not miss out in future. The DPC minutes of TBP left-out cases in various cadres should be signed by all DPC members by 08.05.2009. Orders should be issued by the next week.

·           CS and ACS Shri Sumeet Saxena (BSNL recruitee JTO – 2002) met CGMT Shri RKP Hinduja on 04.05.2009 at 16.00 Hrs. Meeting lasted for nearly 2 hours. GM (A) Shri Prabhash Singh and DGM (A) Smt. Deepa Arora were also present. Agenda dated 15.04.2009 was discussed point-wise:-

1.          Non-relieving of Shri Anoop Sharma, SDE Guna on transfer to CO Bhopal:  CGMT instructed TDM Guna Shri Ashish Agrawal on phone to take action immediately.

2.          Non-relieving of Shri Ravi Anbhore, JTO Sagar as an SDE, on transfer to GMTD Jabalpur: Case to be covered in fresh DPC of JTO to SDE local officiating promotion.

3.          Non-relieving of Shri PS Bais, PS Morena on transfer to Bhopal: CGM instructed GMTD Morena Shri CL Yadav and TDM Shivpuri Shri Akhilesh Gupta on phone to take action immediately. We also discussed regarding relieving of MOC cases, namely KG Patel (JTO Sidhi), Shri SK Tripathi (SDE Shivpuri) and Shri Ajay Singh (SDE Shivpuri). CGM instructed TDE Sidhi Shri BL Kureel and TDM Shivpuri Shri Akhilesh Gupta on phone to take action immediately.

4.          Non-relieving of Ms Meenu Singh, BSNL recruitee JTO CO Bhopal on transfer to UP (W) Circle: Ms. Meenu Singh has already been relieved on 29.04.2009 by MP Circle. SNEA MP Circle thanked BSNL MP Circle Administration for keeping up the commitment.

5.          Operating all transfer cases of JTOs immediately (who have completed 2 years break and have less than 2 years from retirement) along with the posting of newly recruited batch completing Phase-I training: BSNL MP Circle Administration issued requested transfer list of 33 JTOs having maximum stay, who fulfilled the criteria of either having completed 3 years stay at station away from station of choice as on 30.06.2009 or had less than 2 years left for retirement as on 30.06.2009. SNEA MP Circle thanked BSNL MP Circle Administration for releasing the list on concluding day of our 1st CEC of current tenure. Remaining all cases who have completed 3 years stay at station away from station of choice as on 30.06.2009 or had less than 2 years left for retirement as on 30.06.2009 would be considered any time between 3rd week of May’ 2009 to 1st week of June’ 2009. The spouse case of Shri Nishant Patil (BSNL recruitee JTO – 2002 working under GMTD Jabalpur) has already been considered. SNEA MP Circle thanked BSNL MP Circle Administration for keeping up the commitment. Repatriation case of Shri SS Kashyap from GMM Bhopal to MP circle (completed 4 years stay at non-recruiting unit GMM Bhopal) has also been agreed for consideration by BSNL MP Circle Administration

6.          Immediately releasing fresh SDE to DE officiating and consideration of request transfers in the cadre of DE: BSNL MP Circle Administration issued fresh SDE to DE local officiating promotion list for 8 SDEs and transfer list for 7 DEs on inaugural day of our 1st CEC of current tenure.  BSNL MP Circle Administration issued another fresh SDE to DE local officiating promotion list for 11 SDEs and transfer list for 2 DEs on 04.05.2009. SNEA MP Circle thanked BSNL MP Circle Administration for giving local officiating promotion to all approved and eligible SDEs of DPC cleared existing panel, which has now exhausted.

7.          Constitution of new DPC for forthcoming SDE to DE promotions: BSNL MP Circle Administration agrees to issue letter calling ACRs for fresh SDE to DE local officiating promotion for next eligible SDEs immediately.

8.          Immediately giving TBP to Adhoc DEs after completion of 4 years from the date of becoming Adhoc DE: BSNL MP Circle Administration has completed the DPC of all such cases and is giving them Time Bound Promotion after 5 years only. However, clarification again has been called from Corporate Office, this time specifically mentioning the name of Shri HK Kapoor, who has been given Time Bound Promotion by Corporate Office in 4 years.

9.          Immediately giving JTO to SDE TBP to still so many left-out cases: Only the case of Shri K. Prasad came to Circle Office after screening by SSA. All the pther 3 cases, viz – Shri Ravindra Shukla (DE Jabalpur), Shri Sanjay Bajoria (SDE Satna) and Shri AK Naik (JTO Indore) and other similar pending cases in the Circle should reach Circle Office immediately after screening by SSA. DS Jabalpur, DS Satna and DS Indore should take care of the 3 cases of officers mentioned above in their respective SSAs.

·           CS SNEA had telephonic conversation with AGS Com. AA Khan and AGS Com. K Sebastian on 01.05.2009 to ask about the status of Cancellation of Order dated 28.03.2008 of 119 tenure transfer operated SDEs. It was conveyed by CHQ that matter had already been taken up very strongly with Dir (HRD) by GS Com GL Jogi in the meeting on 17.04.2009 about cancellation of this list. File at present was with GM (Personal) to cancel the list (now of remaining 39), most probably on 04.05.2009. Out of 39, 10 officers are from MP Circle. As per instructions of AGS Com. ·        AGS Com. AA Khan also clarified that the case of revision of seniority of Shri DA Arjwani, SDE IT CO Bhopal and Shri Ravi Sharma, SDE TAX, Bhopal has been processed by ADG (DPC) and Vigilance Clearance has been called by O/o CVO, New Delhi for both officers.

·           CS SNEA MP Circle met CGMT MP Circle Shri RKP Hinduja on 25.04.2009 at 1930 hours. GM (A) Shri Prabhash Singh was also present. The emergency meeting lasted for only ten minutes. Discussion was mainly based on cancellation of SDE to DE fresh local officiating promotion list of junior 7 SDEs, orders issued vide Order No. ST-03/30/05/STS/XXIX/101 dated 25.04.2009. ·        For Point 5) Operating all transfer cases of JTOs immediately (who had maximum stay above 2 years break or had less than 2 years from retirement) along with the posting of two newly recruited batches which completed Phase-I training in March’2009 and April’2009 respectively: BSNL MP Circle Administration also agreed to consider all cases having more than 3 years’ stay at remote station or having less than 2 years from retirement as on 30.06.2009, with batch completing Phase-I training in May’2009 at the time of their posting.

·        For Point 6) Immediately releasing fresh SDE to DE officiating and consideration of request transfers in the cadre of DE:- BSNL MP Circle Administration has considered 8 fresh SDE to DE local officiating promotions in Order dated 24.04.2009 and on the same date issued transfer list of 7 DEs linked with it considering all cases having more than 3 years’ stay at remote station or having less than 2 years from retirement as on 30.06.2009

·           CS SNEA had telephonic conversation with GS Com. GL Jogi, AGS Com. AA Khan and AGS Com. K Sebastian on 19.04.2009 to ask about the status of Order dated 28.03.2008 of 119 tenure transfer operated SDEs. It was conveyed by CHQ that matter had already been taken up very strongly with Dir (HRD) by GS Com GL Jogi in the meeting on 17.04.2009 about cancellation of this list. Although Dir (HRD) instructed GM (Personal) to cancel the list (now of remaining 39), on 20.04.2009, GS would be meeting CMD BSNL on the same issue. Out of 39, 10 officers are from MP Circle.

  • Another important point of the discussion will be for immediate promulgation of Group ‘A’ R/Rs.
  • The case of Shri Madhurendra Gupta, BSNL recruitee JTO from Narsinghpur for circle modification in LDCE promotion list to UP (E) Circle has been given in writing to GM (Personal) by CHQ. Shri Madhurendra Gupta has to keep little more patience.
  • The case of revision of seniority of Shri DA Arjwani, SDE IT CO Bhopal was taken up with GM (Pers) Shri RK Mishra, it was conveyed by AGS, and copy of last order given to ADG (DPC) by AGS by hand.

·           CS SNEA had telephonic conversation with GM (A) Shri Prabhash Singh on 18.04.2009 regarding issue of TBP list of Electrical Wing executives. GM (A) replied that case was in process of being issued.

·           It is requested to Shri MM Vyas, SDE WL-II Bhopal., Shri RS Pansari, SDE Gwalior and Shri BK Sharma, SDE Khandwa., whose cases of revision of seniority had been received earlier by CS, to send these cases in fresh proforma (through DS) in CEC. No other case for revision of seniority is pending with CS.

·           CS, CWC-II from SNEA MP Circle met CGMT MP Circle Shri RKP Hinduja on 15.04.2009 at 1430 hours. GM (A) Shri Prabhash Singh and DGM (A) Smt Deepa Arora were also present. Meeting lasted for one hour. Discussion was purely based on agenda dated 15.04.2009 submitted to CGMT, MP Circle regarding long pending issues of executives of BSNL MP Circle.

·        Regarding Point 1) Non-relieving of Shri Anoop Sharma, SDE Guna on transfer to CO Bhopal: BSNL MP Circle Administration replied that official would be relieved by 30.04.2009.

·        Regarding Point 2) Non-relieving of Shri Ravi Anbhore, JTO Sagar as an SDE, on transfer to GMTD Jabalpur: BSNL MP Circle Administration replied that official’s promotion would be considered in the JTO to SDE fresh local officiating promotion DPC, which will be initiated soon.

·           Very few DSs & COBs could give arrival, departure details. All DSs and COBs are requested to furnish full details by 18.04.2009 evening to make it comfortable for both hosts and guests. Any DS/COB having any problem before / during stay at Bhopal may contact committee / members for specific requirement.

·           Rs. 200/- per member contribution is only for host local SNEA (Bhopal) members. Observers will have to pay delegate fee of Rs. 500/- per head.

·           Seeing to the success of SNEA AIC Vadodara, SNEA MP Circle forms similar committees for hosting of CEC at Bhopal, taking a leaf out of the book of SNEA Gujarat. The details of constitution and functions of each committee will be displayed by 17.04.2009 evening. The reception communication committee comprising of Shri Manish Khare, SDE IT CO Bhopal Mobile No 9425425100 and Shri Satish Yadav, SDE CO WL-II Bhopal Mobile No 9425801155 will start communicating regarding arrival, departure, No of office-bearers, No of observers (if any) with DSs, COBs of each SSA, right from morning of 17.04.2009.

  • In the meeting of local COBs and important District office-bearers of all four co-host branches of Bhopal, held in BSNL Bhavan Annexee on 16.04.2009, it has been unanimously decided to have a CEC fund collection of Rs 200/- per member to make the CEC a grand success. The Pre-CEC and Delegate Session will be held in AICUF Ashram, Near Campion School on 24.04.2009 and 25.04.2009 respectively. The open session with CGMT MP Circle Shri RKP Hinduja as Chief Guest and SNEA (I) General Secretary Com GL Jogi as Chairman Open Session, will be held in Samanvay Bhavan, near Apex Bank, Malviya Nagar, Bhopal on 24.04.2009 from 1800 hours.
  • Immediately, showing very positive inclination towards super hosting, two branches out of the four, SNEA GM (WTR+WTP) Bhopal and SNEA GM (CMTS) Bhopal decided to collect Rs 250/- per member (instead of Rs 200/-) so that there is no scarcity of funds and they also decided to submit (Rs 200/- X paid membership of their branch) to Circle Treasurer by 18.04.2009.

VS Goyal, incoming SDE from Rajasthan Circle who had been given initial posting under TDM Sagar vide C.O. letter No. ST-03/31/05/XXXVI/34 dated 11.09.2008, now given posting under GMTD Morena (he was actually requesting for Gwalior) vide C.O. letter No. ST-03/31/05/XXXVI/34 dated 16.04.2009.

·            With profound grief we state that mother of Shri Vivek Gupta (previously BSNL recruitee JTO), now regular SDE at Balaghat, suffering from GB syndrome disease, passed away at his home-town Gondia (Maharashtra) on 15.04.2009 at 0015 hours. The sincerity with which his son tried in adverse circumstances, in this last period, speaks volumes about the culture and up-bringing she infused into her son. SNEA MP Circle offers its heart-felt condolences and prays to the Almighty to provide the bereaved family with enough courage to strive in this hour of crisis.
